Packer I believe they are correct. Even if you found a broker that would sell you Reg S, I would avoid it since you could face legal trouble from the SEC/IRS. Packer Reg S and 144a are similar. Same offerings will be made to US investors as 144a and European/non-US investors as Reg S. You need to be a Qualified Institutional Buyer(QIB) - $100mm for a fund.
