Not to pick nits, but I think Howard said "All assets are in the upper band of fairly valued", and then Leon chimed in about bonds, and Howard agreed, and then explained the interest rate environment. Since Oaktree's strategy revolves around credit analysis, interest rate risk is a secondary (but not unimportant) concern to their strategy.
