IB because they charge per share and this will be expensive if you are buying a large number of shares. But in addition both IB and Questrade pass on ECN fees which can be very costly. On the other hand TD Waterhouse eats the ECNs fees. So basically a Canadian investor who buys penny stocks on TD waterhouse is being subsidized by those who don't buy penny stocks.
